Is it neccesary to install Neutron for my research (explained in post)?

Hello. I want to set up an OpenStack environment for research. My reserach is on VM live-migrations and scaling them up/down. Is it necessary to install Neutron service? I have a controller node and 10 computation nodes all connected to a physical switch. Thank you very much.
